In Rize, a slip occurred on the ground of another building with 3 blocks of 72 flats, which were built 30 years ago on the sea embankment and landslide layer, and another building with 24 flats next to them. The buildings, which started to lie down due to slipping, became known as “Pisa towers” in the region.
While the slope in the buildings increased day by day, there was a gap between the 24-apartment building and the adjacent building. Structures determined to have a slope of around 6 percent are tried to be reinforced by their owners with iron poles. As part of the urban transformation project, no steps have yet been taken regarding the buildings whose demolition was on the agenda.
“NO MEANING”‘
Murat Yazıcı, President of the Chamber of Rize Civil Engineers, made examinations in inclined buildings. Yazıcı, who said that he observed that the residents had placed iron piles on all the balconies on the side he was lying on in order to strengthen the raking buildings, noted that this initiative was not meaningful in terms of security.
Yazıcı said, “The iron piles installed are not an engineering solution. It is a solution that will psychologically relieve the people living in the building, but it has no meaning in terms of engineering. He does not eliminate the sleep in the building. ”
“SHOULD BE GOOD STUDY”
Yazıcı, who said that the stuck mud layer on the ground was overlooked in the years when the buildings were built, said:
* With the landslide material coming from the mountain on the material brought by the sea, a layer under the buildings was formed. This layer made the construction techniques here a little difficult. The lack of drilling conditions in the regulations at that time and the lack of detailed evaluation of the geological survey reports enabled these buildings to be built for that time.
* Over time, what we call ground liquefaction occurs. The muddy layer in between is what makes the floor move like a liquid. As a result of the movement of this muddy layer to one side and the different settlements of the building, these errors were experienced. In time, the citizen gave the balconies directly to save his own house, he screed to eliminate the slope inside the house and tried to keep his life here.
* As a permanent solution, neither the poles on the balconies nor the modifications to be made inside are safe solutions for these buildings.
“EMERGENCY SHOULD BE EMPTY”
Noting that the buildings need to be emptied and demolished and rebuilt in a state-citizen cooperation, Yazıcı concluded his words as follows:
* The activation of the fault line in the Black Sea increases the risks here. Do these buildings crash overnight? Although there is no situation that will create such anger, it is necessary to take measures quickly.
* In the new zoning plan works of the municipality, this place will be announced as a priority risk area. There are not only these buildings, but also public buildings, schools. The transformation here must be achieved by controlling one by one.
Ayfer Demir, one of the residents, said, “They supported the balconies with iron poles. I absolutely do not trust this method. We are concerned that the building will be demolished at any time.
